Irvin Hallman is the President and trustee of the National Center for Competitiveness (CNC) and the Council of the Private Sector for Educational Assistance (CoSPAE). He is also an active member of various influential groups, including the digital economy commission of the Panama Chamber of Commerce, Industries and Agriculture, the Panama Digital Hub Strategy Group, the Latin American Center for Public Policy Innovation (CLIPP), and the Institute of Corporate Governance – Panama.
From 2014 to 2019, he served as the General Administrator of the National Authority for Government Innovation (AIG), Secretary of the National Council for Government Innovation, and President of the Advisory Board of Service and Universal Access. His leadership during this time focused on public policies in areas such as competitiveness, state modernization, and education. In 2018, Hellman served as President of the Electronic Government Network of Latin America and the Caribbean (Red GEALC) and is currently a member of the President’s advisory group. He represented Panama in various international organizations, particularly in digital government, and was also a member of the OECD’s Working Group on Governance.
Hallman has contributed to education as a professor in public policy courses at the master’s level at Aden University since 2019, specializing in state modernization and digital transformation. His previous leadership roles include serving as President of the Chamber of Commerce, Industries and Agriculture of Panama (2012-13), President of the Institute of Corporate Governance – Panama (2009-12), and President of CoSPAE’s Board of Directors (2001-03). He was also a member of the Board of Directors of the National Secretariat of Science and Technology (SENACYT) (2009-14).
With an engineering degree from Worcester Polytechnic Institute, an MBA from the University of Rochester, and an Advanced Management Program from the Kellogg School of Management, Hallman has a broad background in management, product development, and marketing with companies such as Eastman Kodak and Johnson & Johnson.
